On November 26 2015 Parliament passed the National Business Centre Law (131/2015), which was published in the Official Gazette and entered into force on December 29 2015.

Aim

The law aims to promote business in Albania by offering registration and licensing procedures through one institution. Following the establishment of the National Business Centre, the National Registration Centre and the National Licensing Centre will cease to exist.

Functions

In addition to the existing functions of the National Registration Centre and the National Licensing Centre, the National Business Centre will:

  • issue advisory opinions concerning the practical implementation of acts regarding the registration and licensing of commercial entities; and
  • conduct studies regarding the quality of commercial laws and inform and advise the minister for trade and the Council of Ministers regarding projects in the business registration and licensing fields.

Structure

The National Business Centre has jurisdiction in Albania as the only institution to provide these services to the public. The Chambers of Commerce and Industry will collaborate with the centre by providing service desks on their premises and implementing the functions of the centre in accordance with the National Business Centre Law.

The National Business Centre is expected to be operational 90 days after the law's entry into force on March 28 2016.
